Project Summary

Intervoice is contracting a Grant Management Consultant to support our Service Delivery Team with several US federal programs in state/local government and private clients, guiding them through the various activities the federal programs may offer, increasing their chances of successfully securing and effectively utilizing the grant funding.

Role Description

This is a contract hybrid role for a Grant Management Consultant at Intervoice. The role involves assisting its clients with implementing and managing their federal grants and providing grants-related assistance and services. The Grant Management Consultant will work on a variety of projects, both in the office in San Juan and remotely.

Role Responsibilities

- Understand and be conversant in the proper terminology, concepts, and issues.

- Utilize the full range of any federal program or required skills reference and resource materials to complete tasks successfully.

- Prepare, process, track, and submit on behalf of any applicant/sub-applicant (recipient/sub-recipient), including all required schedules and documentation and responding to federal awarding agency Requests for Information (RFI).

- Perform pre-award activities and assist with the grant application.

- Assist in completing award/sub-award agreements between the federal awarding agency/recipient.

- Perform award/sub-award financial management, including budgeting and accounting, expense tracking, and accounts set up for financial tracking and reporting.

- Complete Requests for Reimbursement (RFR) (e.g., advances, expedited payments, or reimbursement).

- Determine if any applicant/sub-applicant(recipient/sub-recipient) meets all grant or cost eligibility requirements.

- Complete required award/sub-award performance reporting, milestones, and deliverables requirements.

- Compile, develop, and maintain recipient/sub-recipient project records supporting eligible activities and costs.

- Verify, validate, and reconcile recipient/sub-recipient documentation to ensure information matches in all systems.

- Ensure awards are conducted in compliance with all applicable laws, regulations, and funder requirements.

- Provide general programmatic assistance to applicants and maintain currency of and comply with applicable state and federal grant management policies and procedures.

- Participate in meetings and briefings with applicants.

- Conduct compliant procurements.

- Conduct sub-recipient and contractor monitoring.

- Prepare, review, or assess the client’s internal policies and procedures.

- Prepare for and respond to monitoring events and audits conducted by the Federal Awarding Agency, Office of the Inspector General, state auditors, and other auditors.

- Prepare grant documentation for closeout readiness and address any deficiencies.

- Respond to requests for closeout documentation.

- Conduct a final review of completed awards, making appropriate adjustments or disallowances, and processing close-outs.

- Prepare for post-closeout audits and reviews.

- Assist with the performance of projects validation reviews and address any inconsistencies, special considerations, and compliance issues with management.

- Evaluate the grant management processes and identify areas for improvement to enhance future grant-seeking efforts.

Role Requirements

- Bachelor’s degree from an accredited college or university with a major in accounting, business administration, public administration, emergency management, insurance, or a related field; an equivalent combination of training and experience may serve as a substitute for a degree.

- Entry-to-Intermediate level of experience and proficiency (1-2 years) demonstrating they possess the common knowledge or understanding of the rules and regulations about the federal NTIA-BEAD, HUD-CDBG Programs, or FEMA Grants (Public Assistance, 428, 404 or 406 Mitigation).

- Knowledge and understanding of Title 2 of the Federal Code of Regulations (CFR).

- Knowledge and understanding of applicable state rules and regulations.

- Knowledge and understanding of Federal Awarding Agency, state or recipient program policy rules, and guidance.

- Knowledge and understanding of grant policy and procedures, and the ability to read and interpret grant guidelines and contracts.

- Knowledge of standard office procedures and basic computer operations including a working and functional use (preferred intermediate to advanced) of all Microsoft Office 365 applications, including Word, Outlook, Teams, PowerPoint, Excel, and SharePoint, as well as smartphone/text usage.

- Ability to effectively communicate (written and orally) with team members and local, state, and federal stakeholders.

- Solid written, verbal, and organizational skills.

- Ability to work independently with minimal supervision and within a team framework to accomplish objectives under a tight deadline.

- Ability to remain flexible and adapt quickly to changes during each assignment.

- Bilingual in Spanish and English preferred.

Desired Technical Skills

- Knowledge of Disaster Recovery and FEMA grant programs, including understanding Public Assistance, 428, 404, and 406 Mitigation.

- Knowledge of other federal grant programs, such as CARES Act, CDC Grants, HHS Grants, USDA Grants, USACE projects, Small Business Administration disaster recovery, and insurance.

- Knowledge of Emergency Management and associated state/federal legislation with the ability to research, organize, and write reports, conduct analysis, prepare/conduct briefings, and provide training to support recovery.

- Experience within the commercial and/or public industries including, but not limited to, government entities/facilities (including military), medical facilities, schools, transportation (roads and bridges),coastal entities, water/waste treatment, telecommunications, and utilities/power.

- Professional Registration or Certification, including Certified Grants Management Specialist (CGMS), Project Management Professional(PMP), Certified Public Accountant (CPA), and Certified Fraud Examiner (CFE).

Terms & Conditions

Duration: 12-month contract with potential for renewal based on project needs and performance.

Compensation: Fixed monthly fee, payable upon invoice submission.

Independent contractor status: Must manage own tax and insurance obligations.
