Role Description

Intervoice is contracting a Business Analyst with experience in the Nutritional Assistance Program (NAP) and knowledge of its operational framework under ADSEF in Puerto Rico. The ideal candidate will be responsible for acting as a liaison between technical teams and key stakeholders, ensuring the implementation, optimization, and compliance of processes and systems related to NAP.

Role Responsibilities

- Collaborate with stakeholders to identify, document, and validate needs, processes, and functional requirements for NAP-related initiatives.

- Develop detailed Business Requirement Documents (BRDs) and functional specifications.

- Analyze current NAP operations to identify gaps, inefficiencies, and opportunities for improvement.

- Recommend and design optimized workflows and systems to enhance program delivery.

- Act as a bridge between business units and IT teams to ensure alignment on project deliverables.

- Translate business requirements into technical specifications for developers.

- Ensure all processes and systems comply with Puerto Rico regulations and federal standards for nutritional assistance programs.

- Maintain accurate documentation of all analyses, processes, and decisions.

- Analyze program data to support decision-making and performance reporting.

- Develop reports, dashboards, and visualizations to track NAP program metrics.

- Organize workshops, meetings, and presentations to communicate findings, recommendations, and updates.

- Build strong relationships with government agencies, community organizations, and other key partners.

Role Requirements

- Bachelor’s degree in Business Administration, Information Systems, Public Administration, or a related field.

- Minimum of 3 to 5 years of experience as a Business Analyst, preferably in public sector programs.

- Direct experience with the Nutritional Assistance Program (NAP) or equivalent ADSEF programs in Puerto Rico.

- Proven experience in process mapping, gap analysis, and system implementation.

Desired Technical Skills

- Strong analytical and problem-solving skills.

- Proficiency in tools such as Microsoft Excel, Power BI, JIRA, and Visio.

- Excellent verbal and written communication skills in Spanish and English.

- Knowledge of standards and regulations for public assistance programs in Puerto Rico.

Preferred Skills

- Experience working with state or federal agencies.

- Knowledge of project management methodologies (e.g., Agile, Waterfall).

- Certification in Business Analysis (e.g., CBAP, PMI-PBA) or Project Management (e.g., PMP).

Terms & Conditions

Duration: 6-month contract with potential for renewal based on project needs and performance.

Compensation: Fixed monthly fee, payable upon invoice submission.

Independent contractor status: Must manage own tax and insurance obligations.
